Generally I like giving people second chances, but I am now switching to a zero tolerance policy for content theft. This policy is effective immediately.
I will warn you about your theft in a comment or an e-mail. If you fail to comply with my request within two (2) days I will be sending out DMCA takedown notices immediately! If I notice you are running a splog I will also contact your advertisers ASAP and I will contact anyone else who has had their article stolen by you. If you fail to comply with the DMCA regulations and my requests you will be prosecuted to the full extent of the law, no exceptions.
If your site’s ISP fails to comply with the DMCA regulations and/or if they fail to protect themselves via safe harbor and the illegally posted article remains online, they too will be prosecuted to the full extent of the law and the registrar of your domain will be notified about the copyright infringement.
If any search engines or blog search engines have a cached copy of the article in question on your site, I will also ask them to remove the cache.
If you use an article I wrote from an article directory you must follow my instructions on how to properly and legally use an article I have posted. If you fail to comply the policy above will kick in.

Good for you. Have fun filling out all them forms though. Ungh..
As for the splogs, It would be nice to use a can of gasoline and a match IMO.

Yeah, I like being nice to people in the beginning… but when they start pissing me off that’s when I get really mad.
Not a good idea to piss off a nerd either, seeing as how we are supposed to know how to break into the IRS and FBI databases and such… mwahaha … *cough*
Yeah, just because I said that the secret service will show up at my door tomorrow or something lol

I just wanted to write and thank you for taking such a strong stand against content theft. I wish more bloggers and Webmasters would follow your lead. If there is anything that I can do to help you though, send me an email and I’ll gladly do what I can.
I’ll put my experience with this to bear for you any way that I can.

As funny at it sounds about two sploggers that I exposed on their blog’s comments e-mailed me right after posting this and were positively terrified of me. Rightfully so as well.
Right now there are a few anti-splogging ideas I’m tossing around, when I come to a decision I’ll let you know and toss up a post on here as well.
